Selectmen’s Conference Room 4:15 P.M.
First Selectman Mailhos called the meeting to order at 4:20 PM with Selectman Blessington, and a resident. Selectman Littell was absent.
First Selectman Mailhos moved to call the Town meeting but recommended that item VI should be discussed first.
First Selectman Mailhos moved to discuss and prepare Item VI before calling the Town Meeting.
Selectman Blessington seconded the motion.

First Selectman Mailhos stated item VI of the Town Meeting which references adding a Resident State Trooper for Fiscal year 2014-2015 will be added to the ballot this year. She added that it was requested to mention what the potential tax increase would be if that were added into the budget at last night’s public hearing. First Selectman Mailhos stated that she is hesitant about adding the tax increase because there might be other things that could offset the costs, for example, a possible decrease in the budget (like Region 19, or fund balance could be applied to it, or even possible increased revenues). The potential cost could be different than the actual cost of the item. Selectman Blessington agreed, but added it is still money being spent and it should be recognized.
First Selectman Mailhos read the possible wording that should go under item VI: Selectman Blessington agreed with the wording for the item as it was read. Discussion was held on how the question should read to conform to questions on past ballots. The question will ask “Shall the Town of Willington consider contracting with the Connecticut State Police to have one Resident State Trooper to provide police protection for the Town of Willington at a potential cost of up to $150,000 a year starting in the 2014-2015 fiscal year. It could potentially increase the mil rate by .32 mils which equates to $32 per $100,000 of assessed property value.”
Christine Psathas asked if this question is asking people if they are interested in exploring the addition of the service, or if it is going to happen. Selectman Blessington clarified it is an advisory question, which asks if people want to add the protection, but also warning them that there is a down-side to it, - that it is going to cost X amount of dollars. First Selectman Mailhos added that the Board of Selectmen do not have the authority to decide to move forward, it would have to be decided by the Board of Finance, and then go before Town Meeting. She clarified that it is just to see if it should be explored, when discussing the next fiscal year’s budget.

The electors of the Town of Willington and all persons who are entitled to vote in Town Meeting on the matters mentioned in the following warning are hereby warned and notified to meet in TOWN HALL at 11 COMMON ROAD in WILLINGTON on April 23, 2013 at 7:00 P.M. for the following purposes:
ITEM I
To discuss the proposed General Government and Education budgets for the fiscal year July 1, 2013 to June 30, 2014. A summary of the Town budget is:

ITEM II
To set a date, not less than seven nor more than fourteen days thereafter, for a vote on the annual general government and education budgets by a separate “YES” or “NO” vote on the voting machines.
ITEM III
To set the Town Office Building as the polling place and to set the hours, of the referendum, during which votes may be cast, not less than between the hours of twelve o’clock noon and eight o’clock P.M. and not more than between the hours of six o’clock A.M. and eight o’clock P.M.
ITEM IV
To approve the 2011-2012 Annual Town Report.
ITEM V
To see if the townspeople, on the recommendation of the Board of Selectmen, will adopt the Capital Improvement Program for fiscal years 2014 to 2018.
ITEM VI
To see if the townspeople, will consider adding an advisory question to the Referendum Ballot.
